What changes in Washington now that Democrats control Congress?

The immediate consequence is a shift in the balance of power. Control of both chambers gives Democrats greater authority to scrutinise the administration, conduct investigations, challenge legislative priorities and use congressional oversight to hold the White House accountable during the final two years of Trump’s presidency. The administration could face tougher questioning over tariff measures, immigration, executive orders, government spending and its handling of the war with Iran.

However, a Democratic majority does not mean that Trump has become a powerless president. The American political system separates executive and legislative authority. The president retains substantial powers over foreign policy, diplomacy, military decisions and the implementation of executive actions. Congress can restrict funding, legislate, investigate and exert political pressure. But overcoming a presidential veto generally requires a two-thirds majority in both chambers. Democrats will therefore have to distinguish between what they can block, what they can investigate and what they can realistically change.

Will the results change the trajectory of India-US relations?

Not really. But they could create a more balanced political environment for the relationship. India-US ties have experienced considerable strain under Trump, despite the strategic importance of their partnership. A yet-to-conclude trade agreement, tighter immigration restrictions, disagreements over India’s purchases of Russian oil and Washington’s approach towards Pakistan have complicated bilateral engagement.

The immediate test is trade. Differences over market access and other trade commitments await a political push. A Democratic-controlled Congress could increase scrutiny of the administration’s tariff policies and its approach to international trade. However, it cannot independently negotiate or conclude a bilateral trade agreement on behalf of the executive branch.

For New Delhi, the more important possibility is that congressional oversight could restore some institutional predictability to a relationship that has increasingly been shaped by presidential interventions.
